Order not completely fulfilled

My latest order was missing my second packet of toothpaste tabs. While a representative I contacted acknowledged the error and said they would immediately send the missing pack, I have yet to receive it after 3+ weeks. Additionally, no one has responded to my multiple enquiries related to the non fluoride toothpaste tabs they used to sell.
